油气管道维抢修公司应急抢险能力评价Evaluation of Emergency Rescue Capability of Oil and Gas Pipeline Maintenance and Repair Company

摘要(Abstract):
针对近年国内油气管道应急抢险过程中的一些问题,提出了一种评价油气管道维抢修公司应急抢险能力方法。以西北石油管道维抢修分公司为评价研究对象,分析抢险公司的应急抢险能力要素,构建了应急抢险能力3个一级与18个二级的评价指标体系。运用结构熵权法分析评价指标认识盲度向量和总体认识度向量,确定评价指标权重值、融合权重值和关联函数,通过多级可拓评价求出一级评价指标与评价等级的关联度矩阵,最终确定该公司应急抢险能力等级和应急抢险能力。应用结果表明,该评价研究对提高油气管道应急抢险能力具有重要的指导作用。
